1. Summary
There is a clear distinction between particular elements of the presented Program. (Components are listed in section.2.2), each of them is devoted to fulfill a different task, but all of them constitute an integral whole.
The program is based on an unconventional links that only pretend not to be directly connected.
The program is well-thought-out concept of combination of the Energy of the Music and the Green Energy. Harmonious qualities of both express their organic-ness and symbiosis while in co-operation.
Through „Green Energy” a renewables is understood.

The proposed program provides following benefits when implemented:

1) Operation by means of sound, image and speech affects and improves the perception by variety of senses involved;
2) Establishing international cooperation integrates national and international environment involved in national energy frugality;
3) The process of education tackles not only local communities, but also administrative staff, local representatives and municipalities;
4) The exchange of experiences with partners from other European countries, both in the technical, as well as legislative issues;
5) Tangible results in the form of conference and promotional materials will remain, such as publications, thematic records and records of classical music and pop music with works played during the concerts.

The Purpose of the project will be accomplished during and by the cyclical nature of actions performed during the program and relatively long time of duration is necessary to strengthen the effect and to monitor the achievements. The sufficient dynamism of changes, as well as technical new solutions are predicted to monitor benefits systematically (both in the ecological area and in the economic dimension).

2. Goal of the Programme and operations during its implementation

2.1. The goal of the project
2.1.1 Education and foster the awareness of consumers (users) of energy through the presentation of innovative ideas relating to energy and energy efficiency;
2.1.2 Preparation of the society to accept new ideas related to renewable energy sources.
2.2 Actions of implementation
2.2.1 Classical and popular music concerts (multicultural trucks)
2.2.2 Discussion forum on energy efficiency and renewable energy sources
2.2.3 Publications of papers and statements connected with the implementation of the Programme and the issues raised at the Forum
2.2.4 Exhibitions related to energy efficiency and renewable energy
2.2.5 International cooperation (realization of the Programme in cooperation with foreign partners).

ad 2.2.1.
Proposed Concerts’ programme
- works of the classical music
- works of the popular music

The combination of those types of music will reach out to different generations of audience.
As pieces of classical music will feature the finest works of European composers such as Chopin, Liszt, Dworzak, Monti, and works inspired by the music of Chopin (especially "the presence" of Chopin at the time of the Chopin Year presents not only to Poles, but also to foreign audience that Chopin is more than just culture - is the root of our identity).

It should also be pointed out that classical music is filled with harmony of sound, which translates into a harmony of mental energy and is a natural cognitive (psychological - mental) preparation to adopt the content to promote the benefits of renewable energy sources. Classical music cannot be overestimated. By its harmonious sounds and the ordering affects the good circulation of energy in our body, it inspires the mood of a man who is the creator of the future. Thanks to those properties music affects the speed of learning by adults and young people and children at the school. This has been confirmed by scientific research.

As the works of popular music and artistic enrichment tango concerts will be presented with elements of different cultures.

Tango is heading the World of Music and can be found on the UNESCO list. You can succeed, they are classics of Light Music.

An unique element of the program will be a choir performance, which is singing works by Chopin (a cappella or with piano accompaniment). The choir will perform at the inauguration of our project and at prestigious events in concert halls (such as concert halls) to grace the ceremony.

In order to create sustainable levels of integration through a multi-cultural music it is scheduled to release two CDs containing music concert with works by classical and light music. As a special supplements - devoted to information about energy efficiency and renewable energy sources.

ad 2.2.2 Discussion forum on energy efficiency and renewable energy sources
Just after the concerts, discussion sessions called Forum are planned. As a mini-conference with food and drinks it will enable to present short presentations speeches themes. To participate in the forum/exhibition the performers of concerts will be invited (people usually not connected to the energy topic) and some experts in the field of efficiency energy and RES.

FORUM general topic:
"RENEWABLE SOURCES OF ENERGY AND ENERGY EFFICIENCY IN THE CONTEXT OF THE WORLDS BENEFITS."

The proposed discussions themes:
1 / Why do we think about using renewable energy sources?
2/ What are the renewable sources?
3/ Energy from renewable sources and environmental protection
As one of the environment-protection actions we save resources of the earth, we limit the pollution into the atmosphere and to water, we lead the rational waste disposal and we protect natural resources.
4/ Eco-energetic thinking as a solution for saving natural resources
Modern society consumes more and more energy, so it is important to save energy and reduce energy consumption and operation of the equipment industry. Environmental and economic thinking should not provide to increase the energy production and to its price, but its effective usage.

- avoiding of energy transmission losses and losses on the operation of the various buildings.
5/ Alternative energy resources as a response to the needs of tomorrow
Energy security requires ensuring lasting energy supplies and the sources of its generation. Developing alternative and renewable energy sources, and thus offering independence from the energy resources, which shrink.

ad 2.2.3 Publications of papers and statements connected with the implementation of the Programme and the issues raised at the Forum

Publishing of conference materials includes :
a) the ideas of speakers printed in foreign languages,
b) the participants of the discussion, a description of their activities and contacts
c) lists the most recent specialist literature,
d) "news" headlines.

ad 2.2.4 Exhibitions related to energy efficiency and renewable energy
Each exhibition will be linked thematically to the issue of Renewable Energy. A projection of educational films and the dissemination of chosen materials on DVD (with full respect of copyright) would be also provided.
Indeed, watching such films develops thinking, promotes understanding, produces emotions and educates eco-appropriate attitudes.

Invitations to the exhibition will be directed to the wide urban environment (adults, adolescents and children) and to the institutions and organisations dealing with environmental law.
The exhibition will be able to take part in competitions conducted by computer (solving crosswords, quibble, puns, etc.).

Where possible, office space will be provided and staff will be appointed to perform in "little laboratories" in which, the participation of school teachers of physics, for example, would be encouraged and in an exciting show-related experiments, energy generation and other topics related to the continuing environmental problems will be demonstrated.

Furthermore, in order to popularize ecological knowledge, it is expected the co-operation publishing houses. They should extend their offer by articles such as cover notebooks, pads, blocks, drawings, calendars, bookmarks, etc. (the implementation of new products by image and word).

ad 2.2.5 International cooperation (realization of the Programme in cooperation with foreign partners) will concentrate on following topics.
1 Trends and opportunities in renewable energy
a) wind turbines (use of wind power) - location and environmental conditions (eg associated with the intensity of winds, terrain, high occurrence of trees, birds and flight routes of bats living)
a) hydro power plants - (use of water power) - location and environmental conditions (eg associated with the cleanliness of the waters and restocking)
b) energy crops (use of ground forces) - location and environmental conditions (such as willow - associated with the use of heavily contaminated soils, industrial areas, rock piles yield and other areas requiring remediation)
c) solar panels (solar power use) - location and environmental conditions (such as the use of local sources of heat: space heating, pools, etc.)
a) geothermal sources (use the earth's riches) - location and environmental conditions (including use as a heat source for heating and for recreational and medicinal).

2 The share of energy from renewable sources in the overall balance of national needs compared to other EU states ("control parameter" implementation of doctrines related to the use of EU energy from renewable sources).
3 Identification of the barriers (economic, environmental, legal and mental) in the use of renewable energy sources.
4th Current legislation and other instruments relating to the implementation and use of renewable energy education and the role of information in this process.
5 Discussion of the practical applications of energy from renewable sources in urban policies on the examples of Polish towns and cities from the partner countries.
6th The formulation of proposals to further the strategy for the implementation of renewable energy sources - targeted to various partners responsible for this process.
The presence of foreign partners enriches our knowledge about new experiences, especially with regard to their achievements, which could be implemented at home. Especially in the field of ecology there is a catchy but dangerous statement that "the best learn from their mistakes."
Very valuable presentations should be considered partners in the international law operating in partner countries.

Forums undoubtedly contribute to the integration of backgrounds, including internationally.
International meetings and discussions, especially on topics related to energy conservation and renewable energy sources and, consequently, the environment and human life and its ecological security have an impact on the maintenance of world peace and in this respect are paramount. For this reason, the Forum provides for additional participation of young people and local politicians.

Invitations to the Forum will be addressed to institutions and organisations dealing with environmental law, energy efficiency and renewable energy sources such as:
1) Ministries of Economy , Environment, Infrastructure, Regional Development, Agriculture and Rural Development
2) Banks
3) Marshall Offices, local and regional authorities ... ... ...
4) Energy Agencies, NGOs, foundations, associations engaged in the EE and RES
5) no-Governmental Agencies - eg Environmental Clubs,
6) Representatives of the World Science and World Business.

3. Role of the other countries and joint actions
The exhibitions should encourage the participation of international partners (researchers and institutions thematically related to energy respect, implementing those actions, investment managers, etc.). Not only should they be active in participation in the program but also in preparation of promoting materials such as DVD with the possibility of its dissemination in the environment schools, businesses, and among all interested in issues of Energy Conservation.

A similar project (being carried out in one country) would be carried out in partner countries participating in the project. Any minor differences in programming would be a different selection of topics pertinent to the needs of the partner (or country) in the area of energy efficiency.

Work-frame should be the same and include: a concert and discussion forum (first day) and an exhibition and film screenings (for the next two days) with a frequency of 1-2 times per month.

4. Benefits for legislative work at the national level
Permanent element of international cooperation - beyond the integration of environment and exchange of experience – there will be rise of qualifiedprinted materials:
- publication of conference materials in foreign languages
- use of existing materials and disseminating them in a new language
Particular value of working in this area will be focusing on the differences and similarities in the mechanisms and instruments found in the legislation of individual countries. Proposals of legal changes are particularly helpful for legislative work to promote new energy in Poland.

5. Media patronages and cooperation with educational television broadcaster
As part of the Programme it is envisaged a permanent information and publicity, not only in Poland but also in all partner countries.
In addition, the partnership with the editorial boards of professional/specialist magazines and periodicals, the media patronages.

For taking the patronage of the media there will be asked: Polish Radio and regional broadcaster of Polish Radio, also Polish Television in the regions and nationwide.
The program also assumes the cooperation with the Educational satellite Television EDUSAT in the field of broadcasting the lectures on topics related to energy conservation and renewable energy.
In addition to the lectures there are also planned a broadcast panel discussions conducted "live" with the participation of those involved in theory and practice with the problems of energy efficiency and renewable energy sources, as well as politicians, businessmen and young people.
Valuable element of education could be also reports from locations that we submit and present the same problem.

Television can also be invited to those who wish to share their achievements. Interviews with the local community may be a chance to break stereotypes.

EDUSAT is open-access, non-encrypted, free of charge Educational Satellite TV supporting "distance education - distance learning”. This broadcaster is 24/7 on air. Currently, EDUSAT, EDUSAT BIS 2 and BIS EDUSAT is available in 140 cable operators. EDUSAT, EDUSAT BIS and BIS 2 EDUSAT has already reached more than 2 million households, and since February 2010 its viewers number increased by another million. Every day, watching television was about 300 - 400 thousand people, TV is present in 25 classrooms. Offer Program is targeted to the audience with wide circles of interest. Everyone, from students to adults should find something interesting in the programm.

The Mazovia Energy Agency (MAE)
The Mazovia Energy Agency was established on 15th April 2009. The main shareholder is Mazovian Voivodeship together with the local authorities and regional industries. The main purposes of the agency are:
1) Preparation of a comprehensive regional energy programme.
2) Increasing the amount of renewable energy sources and improving energy efficiency.
3) Improving the coherence between urban/industrial development in the region and continuous increase in energy security and reduction of energy dependency.
4) Reduction of region’s expenditures on energy import from outside.
5) Supporting new energy model, maintaining balance between major energy enterprises and independent local power generators.
6) Acquisition of resources from the EU for the region and partners as well as for actions improving energy security and development of new technologies and local industry

The Agency will promote renewable energy, energy efficiency and will focus on:
1) Renewable energy activities referring to small-scale technologies, solar thermal, rural bioenergy and biofuels in public transport.
2) Promotion of energy efficiency targeting especially housing sector in urban areas.
3) Small and medium size enterprises willing to invest in renewable energy, energy efficiency and horizontal activities.
4) Promotion of energy planning aiming to coordinate implementation of the regional goals, energy monitoring, market development and systematic collection of relevant data.

Objectives and main steps of the agency are:
1) Specific objectives include development of complete regional energy plan and enforcing instruments, energy market monitoring and implementation of the regional energy planning system, which are crucial for regional energy policy.
2) The abovementioned objectives constitute a plan for sustainable energy development and specify the role of Mazowsze in achieving EU and national goals for 2020.
3) The agency aims to conduct a quality RES mapping, monitoring of energy consumptions in many sectors.
This will result in the energy profile which will hopefully attract foreign investors.
4) Unexploited RES (rural areas) and RUE (urban areas) potential, coupled with regional energy planning, supported by considerable economic and human potential, should trigger RUE and RES actions and contribute to the region’s energy security and quality of environment.

1) Study visit to Germany (Nov. 2009) – a course prepared for local authorities in the aim to see the technology I gaining the biogas
