Overview

The ICT – PSP programme builds on the aims of the previous e-TEN, Modinis and e-Content programmes and will support the aims of the 2005 adopted integrated strategy i2010 – European Information Society 2010

Promoting an open and competitive digital economy and emphasising ICT as a driver of inclusion and quality of life, the i2010 strategy proposes three priorities for Europe’s information society and media policies: 

  • the completion of a Single European Information Space which promotes an open and competitive internal market for information society and media; 
  • strengthening Innovation and Investment in ICT research to promote growth and more and better jobs; 
  • achieving an Inclusive European Information Society that is consistent with sustainable development and that prioritises better public services and quality of life.

The ICT PSP is one of the main financial instruments of i2010 strategy and aims to help to overcome the hurdles hindering the development of an information society for all in support of the i2010 goals. The major hurdles for the wider and better use of ICT in areas like health, inclusion, public administrations or energy efficiency include the unavailability of ICT-based services, the lack of interoperability of solutions across the Member States as well as the market fragmentation of ICT-based solutions.

For maximizing the impact of Community support, the programme will build on and complement national, regional and other EU initiatives. To this end, the ICT PSP activities will be coordinated with those aiming at the best use and wider uptake of ICT at national and regional level supported through other funding instruments, particularly the European Regional Development Fund, thus ensuring reinforcement and complementarity of activities.
