Target audience: Particularly Ministries and public bodies, local councils, business support and representation organizations, consumers representation bodies, educational entities, NGOs and civil society representatives.
 


The Intelligent Energy – Europe (IEE) programme has become the main EU instrument to tackle non-technical barriers to the spread of the efficient use of energy and greater use of new and renewable energy sources. The IEE has been included in the overarching EU’s Competitiveness and Innovation Framework Programme (CIP). The IEE 2010 Call for Proposals was launched late March 2010 with deadline for submission of applications on 24th June 2010.

In this respect, the CIP Malta National Contact Point, in collaboration with MEUSAC, organized a national information event on the IEE 2010 Call for Proposals on the 21st April 2010. The Hon Dr Chris Said, Parliamentary Secretary for Consumers, Fair Competition, Local Councils and Public Dialogue delivered the opening address. Other speakers included Eng. George Cassar, senior analyst from the Malta Resources Authority (MRA). The Hon George Pullicino, Minister for Resources and Rural Affairs, who's Ministry is responsible for Malta's energy policy, will delivered the closing address. Local entities benefiting from IEE funding have put forward their best practices in a number of presentations, explaining what their project entailed and what the tangible benefits have been.

Intellligent Energy - Europe Programme

To contribute to ensuring secure, sustainable energy for Europe, while enhancing European competitiveness, the IEE will encourage the wider uptake of new and renewable energies and improve energy efficiency, and shall foster compliance with the energy regulatory framework.

The Programme aims at an operational level to:

  • provide the elements necessary for the improvement of sustainability, the development of the potential of cities and regions, as well as for the preparation of the legislative measures needed to attain the related strategic objectives; develop the means and instruments to follow up, monitor and evaluate the impact of the measures adopted by the Community and its Member States in the field addressed by the programme;
     
  • boost investment across Member States in new and best performing technologies in the fields of energy efficiency, renewable energy sources and energy diversification, including transport, by bridging the gap between the successful demonstration of innovative technologies and their effective, broad market uptake in order to attain leverage of public and private sector investment, promote key strategic technologies, bring down costs, increase market experience and contribute to reducing the financial risks and other perceived risks and barriers that hinder this type of investment;
     
  • remove the non-technological barriers to efficient and intelligent patterns of energy production and consumption by promoting institutional capacity building at, inter alia, local and regional level, by raising awareness, notably through the educational system, by encouraging exchanges of experience and know-how among the main players concerned, business and citizens in general and by stimulating the spread of best practices and best available technologies, notably by means of their promotion at Community level.
